The reason this snoodle can breath both Fire and Water is that he has a water stash within his body which is used to maintain a decent body temperature! This also means that he must drink a lot of water if he breathes too much fire, or that reservoir will run dry and he’ll overheat I imagine he also releases steam through tiny tiny holes in his back/sides to help this process. He can also produce steam as a form of waste which smells foul and acts as a skunk-like defense mechanism!

I like to believe he works in the rules of Volcanion where it stores water within himself for when it needs to attack, actually actively living in a large isolated glacier lake within a remote great mountain high above the clouds which he creates due to his high core temperature and ability to make steam. This stored water can then be used to defend himself, having a gas pouch within his mouth to then in an instant when needed, turn the stored water into a high pressured shot of heated water or stream depending on what he needs more. By proxy, when he isn't using the stored water, he can use the gas pouch on its own, his tongue being akin to to a match will rub against the roof of his mouth which is rough to create enough friction to light the gas into a plume of fire that will last for as long as he has enough gas in his pouch!
