the hoot of an owl anytime means something bad is coming, some see it as the clan will be peril but sometimes its just death of one cat, but its most common connotation is that a cat has died while traveling.

There were only a few casualties, maybe this is why it's easier for those who didn't experience the loss to say such a thing jokingly, but it's often also said in bitterness.

Generations have passed since the fire happened, so now there are many young cats saying this in a more joking manner, with no understanding of the severity it implies. Some don't even know the fire happened at all. That's why for some it's only used in very serious context and for others, typically younger Wanderers, it's used more carelessly.
