I actually made this myself (two days ago) It's molded chocolate, (inside was hollow) and M&Ms were put inside the 'wrapper' and then the 'icing' was put on top by putting melted chocolate the rim of the 'wrapper' and sticking it on. It is COMPLETELY chocolate! Yummy!
