No, these are adoptable characters c:
A select cast of artists create designs for users to adopt and breed, draw, etc. They're not free-to-make; if you go to Page 1 and click "Click to View" underneath the horses' image, you'll be taken to the main page. There in the "Created Drawings" section, find a horse with an "Adopt Me" sign you like and you can compete to win your own c:
Customs aren't readily available; they're only given out as prizes for competitions or during other special events.
