Well, obviously for the design, she has them because of her
inspiration, but why does the character herself have them?
Unique and creative ideas get bonus points.
Tying them into a NOT tragic past gets some more bonus points.

Explaining the flower crown in a sort of short story:)

Sage, a young plumerian who felt she didn't belong to her species wandered the forest. she loved to hear the rustle of birds in the trees and feel the breath of the wind blow on her pale face. she liked to create imaginary scenarios where she was a dove or a deer... sometimes a ferret, but something still didn't feel right. the other plumerians saw it too. her whimsical and fleeting nature prevented her from having close friends and her soft, gentle movements didn't fit in with the playful, directness of the others. she was like the feather of a harpy, the claw of a rabbit, the mew of a cat: ethereal. she seemed to have an aura of pixie dust that followed her and could be seen best in the pale moonlight. One evening, as the last light of day was extinguished, she found herself at the edge of the forest. she had never been here before and the energy around her was overwhelming. the lake reflected the full moon like a mirror. as she approached the lake she watched her reflection and as a white koi surfaced briefly, she had a revelation. the koi had looked like a horn in the middle of her reflection's forehead. she knew it then. she knew what she was here to be. that was the night she began to craft her horned headpiece.
