Here he's activated his paint power, which allows him to charge his paint with electricity. His paint glows blue when this happens, while his pupils glow red.

Under his bulletproof coat he wears this belt with two daggers, one on either side, as well as a spool of wire which he uses for a wide variety of things. Most often he has wire attached to his daggers so he can throw them and pull them back for long range attacks. The daggers looks like this when unsheathed:
