He believes by teasing he is helping her prepare for the real world.
He doesn't want his sister to be hurt and this is how he knows how to help since he himself is still quite immature.

You probably aldready figured this out. Yep, this name is related to pheonixes. In fact, Fenghuang is the Chinese word for pheonix.

His relation to Kurasa :
Feng tries his best to be a good and loving brother. The problem is, this has turned him into a rather over-protective brother. He refuses to acknowledge the fact that his sister might grow up and move on. He is incredibly aggresive towards anyone who comes near his sister, that he doesn't know very well. He is a bit of a bother to his sister, really. Anyone would dislike that kind of treatment. Feng is rather frusturated by the fact that Kurasa manages to slip away so many times... The fact that Fenghuang and Kurasa are pretty much opposites frusturates him too.
