A runner up is when someone is close to winning, so they just make another JBD for them, if I'm not mistaken.

It could also be that the judge thinks they deserve a JBD too, just not the one they were trying out for, so they make runner-up prizes for the, which are JBDs that have similar designs to the original JBD. But not all runner-up JBDs have similar designs.
For example, if yoy go to JBD #257, Bonus made like 15 people runner-up JBDs.
