Well yes she was judging on art, but not the skill of it. That means if your anatomy wasn't the best, it didn't matter. She was judging by style of the art. Like if you look at the person who won the steel grey, their picture is totally stylized. Maz just wants the equid to go to whoever has the style she feels fits it best.

I wasn't judging on how well people draw, like I've already said, I judge on how well she fits in their style.. There are so many peoples styles she looks great in but something just seemed so right in that piece...
