Doing the obnoxious reposting my own question thing... I'd like to know the answer to this before I complete my design. Don't want to end up making a character and then not being able to use him in non-WAS form because quite frankly that's rather lame, lol.

Well if you win your saber you cant draw him as anything else, not a wolf, or bird, But you can do an anthro. If you lose the design is all yours, you created the design, so you keep it. But ou just dont get to keep the saber. Does that help?

That does help, thank you. I'd like confirmation from the WAS leaders, as I was under the impression that if I entered the contest, I could not use the design in a wolf/etc. character if I lost.

you can't keep the elemental power, nor the saber. Only the design but ONLY if An anthro animal. No wolf, no big cat, nor any of these stuff. Humans or another anthro only.

If I can't re-use an idea as generic as "animal with vague psychic powers of illusion", I'd rather not enter, since I've already developed a lot of his personality and powers and would like to use them. I know you're being protective of the WAS mythos but not being able to use a character even when divorced from that WAS setting seems quite frankly ridiculous to me. I'm not really keen on doing all this work and then having my hands tied when, quite honestly, "animal with psychic powers" is not a unique concept, it's a broad category. He will just go into my stable of characters as not a WAS.
