Not a huge sample, but it looks like there is about a 10% chance of getting a pet instead of a token.

You know what, combining this with everything I've seen and what other people have said, I believe you're exactly right.
The shooting game isn't actually a game, it's just like clicking a banner, but with extra steps (clicks). So when you click 'play game' it has already decided whether you will get a pet or a token, and if it decided on a pet, then (if you shoot) you will knock 5 down. If it decided on a token, you will knock whatever random number 0-4 it decided you will knock down. Aim has nothing to do with it (so long as you actually *click* on the can/bottle), skill/timing has nothing to do with it. If you click away/outside the box and accidentally end the 'game' early, if it would've been a pet, you still get the pet. That's how I got my two pets (both on 0/5 games where they were 0/5 because I clicked outside/a different window before knocking anything down, thus ending the 'game' early).
As for chances... my personal pet-to-token ratio at the root-beer pile is 4%. But that's how my luck always goes. xD
