To Duplicate on PC you can press the "Ctrl Shift D" keys at the same time or in the "Layers" menu, the top option is "Duplicate{, which will copy the selected layer/folder!

To change the size on PC you can press the "Ctrl Y" keys together or in the "Edit" menu, the bottom option is "Transform". This gives you a box around the selected layer you can drag around. If you're on PC you can hold the "Shift" key to make sure it stays the same size, not sure if there's an option to do that on mobile.
