It is a weird and quirky habit that he has! Fluffy's ablity is Insomnia so he'a always awake at night, standing on guard from both natural and dream disasters - buuut when things are calm and nothing is going on, he gets quite bored just staring at his sleeping trainer. So when he gets bored, he begins to tilt his head and shake it a bit, as if performing some sort of ancient, mysterious ritual. In fact it is just to make the world "move" a bit so to make his night sentry duty less boring! This habit of his is absolutely harmless but can definitely be very creepy for someone to see for the first time.
Extra: Other than his mysterious looks and strange quirk, Fluffy is the best boy kind of pokemon! He's excitable as your general Lillipup and loves to play, his favorite game being fetch the pokeball! He doesnt have a mouth to take the pokeball with, so he uses his horn to skillfully kick it back to his trainer - he's so good at it that his trainer is considering entering him in Pokeathlon for the Snow Throw competition, if they ever get to visit Johto!
