I usually use some of the effects for shading and such.
(Ex. Overlay for lighting and eye details, multiply for shading, Add for light sources)
They're pretty handy but it’s hard to merge them because the drawing gets messed up by then.

Here's all the filters! These can be used for shading, highlighting and such as was mentioned by Toby414, yet they can also be used to add neat effects to your drawings! Usually you should turn the opacity down as if full opacity drawings looks a bit... strange.

For example, here is my picture.
Image

I edited it to give it a lighter, slightly faded look with brightened eyes and sunlight on one side. I used Crimsonsparrow, my oc's, darkest nose color on a screen layer to give it the lighter and brown-yellow hue, then used overlay on the eyes in blue to brighten it a touch and overlay in in white tone to create the yellow highlights on it.
Image

You can use these filters in many ways, whatever works for you! I suggest playing around with them, but in the end they're only to help add flare, and sometimes can be a bit too much. I like using filters and sometimes go too crazy admittedly. It can also help duller colors look more vivid if you duplicate the layer and use one of the ones that make them bright.

I made another tutorial once were I used overlay to help making a night sky so here's that hope this all helps.
