hey there !! sorry to be the slight bringer of bad news, but this starter cant be a dragonair. a dratini evolves to a dragonair at level thirty, which means the dragonair couldnt be level one in this case. considering this, the dragonair needs to be a dratini. thank you, feel free to pm me if need be !!
