They did. This plumerian is for someone who won a runner up. I've just been slow at making them which is why it's out so late aha. So currently the only way to get a plumerian is to already have won a RU or to win a readoption contest. You could try checking the fanclubb A lot of people have decided to readopt their plumies, so that's a good place to start if you're interested. ^^
