The form must have either 1 completed drawing for the entry and/or over 100 words in the entry.
If you won a runner up it will not count.
It cannot have been a first come first serve contest.
The form linked to must have been from an already judged contest.
It must be an effort contest, as I said. So not naming contest entries and the like.
If another form is posted in the same minute or one minute after (no more) the first form and is filled out correctly I will award a runner up! If a COPPA's post turns up before the winner's post and it is filled out correctly, it, too, will get a runner up.
