When he's so busy, carefully calculating how everyone's day is going to go, as he lies alone in his chambers (Tangerinestar's den while she's busy meeting with another clan leader)? When he is looking upon what mistakes Dustymoon will make next waning crescent moon, or who Storkgargle will randomly decide to antagonize?

Well, yes. Very much so.

No one in the clan can tell whether or not it's purposeful, or if he was just born a fool. Some of them go along with it, joining in on convincing other cats that what he's saying is true. Most however, do not believe what he says about their futures. He's a good timekeeper, sure, able to carefully calculate how the weather's going to be the next day. But outside of that? He's rather clumsy, and often scares cats by telling them very oddly specific details about how their day will go tomorrow.

Some go along with this, whether or not he's simply jesting, or being completely serious. He's usually very wrong with these predictions, but when he's right, it terrifies everyone. Whenever he's right, it makes the clan grow increasingly mortified of him, or amazed by him. Either becoming genuinely encouraging for a day, or hissing at him to shut his lips, not wanting to be cursed by this... often incorrect prophet.
