You just click one of the more recent ones (most of the ones still open are posted on the first post) and you fill out the form/information provided in the first post of the adopt you want.
After so long, the artist of the viscet you want will judge the entries, and will pick a winner. Or sometimes, it's a raffle and the winner is randomly generated.
