Well if you don't have an avian vet near you it's not the best idea to get a bird in the first place.. Not to discourage you, but they are very needed incase your bird gets injured, and I can assure you, you will need someone to clip his nails for you at least in the beginning.
Birds hide illnesses very well so even if you think they are healthy, they may not be. They need at least 2 check up vet exams every year ( one every 6 months ), and more if they are sick or injured. It is not uncommon for these fragile creatures to get injured. You need to have one near your house that you can drive to incase of an emergency. Fish are different than birds.
I can 100% assure you your avian vet will not hurt your bird when they clip their nails and beak, they went to years and years of college to learn how to do these things and are pros at it so your bird will feel safe and comfortable. You can order cement perches online

here, they need to look like this where the sides are rough and the top is smooth, if the top was also rough they will injure their feet so they need the softness of it.
