You just need to bird proof your room and everything will be okay.. Birds with clipped wings are just as likely to get hurt as well. Don't have fans on.. keep electrical cords covered. etc.
You can use normal human nail clippers but its very likely that you will hit the blood vein and cause bleeding that will not clot, and will possibly kill the bird. It is best to leave it to someone with lots of experience. Also if you and your bird are not bonded 100%, clipping their nails will also make them not like you anymore because it is very scary. If you offer a perch with sand or cement on the sides ( not the top ), this can also help them and you won't need to clip the nails at all.

Oh really? then i would like to buy a cement, but where do you buy it? there only 1 vet where I live, not sure if I can fully trust them, People complain about their pet getting hurt or sick or dying, I have never really been to a vet I would but here they dont help fish, so when ever My fish are sick it my job to help them

Well if you don't have an avian vet near you it's not the best idea to get a bird in the first place.. Not to discourage you, but they are very needed incase your bird gets injured, and I can assure you, you will need someone to clip his nails for you at least in the beginning.
Birds hide illnesses very well so even if you think they are healthy, they may not be. They need at least 2 check up vet exams every year ( one every 6 months ), and more if they are sick or injured. It is not uncommon for these fragile creatures to get injured. You need to have one near your house that you can drive to incase of an emergency. Fish are different than birds.
I can 100% assure you your avian vet will not hurt your bird when they clip their nails and beak, they went to years and years of college to learn how to do these things and are pros at it so your bird will feel safe and comfortable. You can order cement perches online here, and here, they need to look like this where the sides are rough and the top is smooth, if the top was also rough they will injure their feet so they need the softness of it.

How many birds do you own? ( if applicable ): I own a bunch of chickens and ducks. The birds I'm joining this for would be my three button quail, Claire, Echo, and Charlie.
How long have you had them?: I got Echo and Claire on January 29th and Charlie on April 14th. I'm going to be getting another girl within the next few weeks.
What brings you to the bird chat?: I love my quail and would love to talk about them with other bird lovers!

I'll get pictures of my babies later on tonight!

EDIT:

Along with their nails, their beaks also need to be trimmed so they won't puncture skin when they bite into you. A vet can easily trim it down with a special tool they use.

@.:FarmGirlAtHeart:. welcome! The pictures don't seem to be working on my computer but I will see if they do later... They sound amazing though! quail are adorable (:

They are adorable! These guys aren't like farm quail either. They look a lot like small doves or finches. My hamster is bigger than them, too! Sorry the pictures aren't working! Let me try to link the pictures soon. Maybe that would work. I'll edit this or post later when I get them!
