This ensures that only the older posts are accepted before the newer ones--to prevent unfair wait times--and records the submissions by age, which before, there was poor practice in recording. At the same time, it prevents artists from being over-exerted by the large list awaiting completion by narrowing it down to only those who have waited the longest.
Most importantly, it removes that confusing race-for-the-slots attitude that had been sort of wordlessly enforced before, permitting ongoing activity. You no longer have to stalk the thread like a hawk to grab an open slot--however, once submitting your breeding you may have to wait slightly longer than before due to the list being allowed to expand.
(ways of bypassing this may open in the future, if fair and efficient methods of doing so are possible, and if such an opportunity ever becomes in demand)
EDIT: Also, forgot to add, a new rule has been added. A single user can have no more than 1 incomplete submission up at a time. This means whether it is on queue, unaccepted, or accepted, a user cannot have 2 or more submissions.

I posted recently here when slots were closed (because I didn't understand how it worked then) and of course it didn't count. So will I have to quote it and then post again to get onto the waiting list or will those sort of forms be looked at again?
