Have you tried keeping treats separate so that they don't mix and keep their separate tastes? You can store them in plastic baggies then put the baggies in a treat pouch or separate pockets. So you can give him a mix of treats but they won't taste like each other.
You say you've tried everything, but what is everything to you. Chicken? Turkey? Duck? Peanut Butter? Cat food? Goat cheese? Kibble that's been soaked in broth? Fruits? Vegetables? Bread? Canned seafood?
Also if your dog has a short attention span I'd recommend keeping training sessions short. Also if you're free feeding I'd recommend putting him on scheduled meals. Then you can do training sessions a short time before he's fed when he's more likely to be hungry.
What about life rewards? Such as being let outside, taken on a walk, petted, played with in another way. Chloe isn't toy motivated but she likes to run around and play chase with me. She likes it when I get excited and jump around the room with her, to her that is a reward.

Yep I keep them separate its one of the first things I do I also only keep a few of each treat so I can carry more variety.
He isn't free fed as all of mine are on a raw diet so he has a meal in the morning and one at night.
Treat wise we don't really use wet as its kind of hard to store them and keep clean, but we do use a lot of variety in flavour for some reason he just seems to get bored of treats no matter what it is. Meat wise I use, duck, chicken venison, buffalo dog treats even ostrich, or stuff he is never a load such as deli meats and cheese which he likes for so long then goes na not interested ( after two or three peice).
Cat food is dry for the ferrets which Is Taste of The Wild so he will have that which comes in two flavours but again a few peice along he gets bored. He isn't even over treated which Is funny.
He is free run and played with before and after training its just with all the rain we had the fields we train on are flooded so we end up soaked before we start so most of the training is being done in the yard with sits and waits on walks at roads.
We only do about 15 minutes of actual training about 3 of each command he knows split up with games to try and keep him interested.
In the house he will play with anything but you take it outside he doesn't want to know. I even tried a rabbit skin which he ignored outside.
Out of all the dogs I've trained he is one of the hardest to pin down something he likes.

Think it might be the yard as we have Mana and the cats watching everything why we are training, its just kind of funny as alot of the Border Collies who I've grown up with in the training classes and my aunts who I trained dont seem to get distracted.

Literally. You stroke her and she just instantly loves you! Aww, right? By the way it's meeee [AGAIN]
