Yes, you may not ask for a custom, they can only be earned or gifted by artists.
Customs are not for sale for pets and won't ever be on CS, and are available for USD and Points on Deviantart.

@Jay, I don't think English is their first language... I'm pretty sure they are asking if the equids are still being made.

@Mindina: Adopts are currently not being made as the species is just coming out of a haitus, but you can get one through a breeding. If you keep an eye out, maybe adopts will be made again someday, but not for now.
