If you are a newbie (a general definition of "newbie" is a user who has been on CS for a year or less), I would not suggest it. The ramifications of hosting a pound can be very difficult to deal with, even for experienced members on CS. Newbies shouldn't have that strain put upon them, and should rather focus on adopting characters out of agencies and getting VERY familiar with pounds before hosting their own.
Before I co-owned the Pound of Love with SabjeBammie, I adopted from TONS of CS-adoptables and also adopted quite a few characters from other pounds or adoption agencies (particularly SCAA). This is why I've been able to help Sabje out now - I've got tons of experience adopting characters, and know perfectly well how the system is run.
