hey there!!
i'm writing this pretty late at night for me (or early in the morning??) so i apologize if most of it doesn't make sense, feel free to ask me any questions

+here is my entry of lineart for your species, i hope it's ok that i changed the tail a bit from your initial idea, i liked the concept of floating stuff so i just wanted to run with that
+there are tons of different layers inside the drawing, and they're all labeled (DNT means do not touch the layer, leave it as it is, on/off means that you can switch the layer on/off depending on your preferences)
+the little floating neck shapes i included are: hearts, stars, circles, squares, triangles, xs, lines, lightning bolts, squiggles, geo free form, & flowers
+the floating shapes are meant to be colored i just didn't give them any shading since there were so many layers hahaha
+the sparkles and squiggle under the eye can be turned off and on without affecting the lineart, and eye lashes can be added
+the collar, collar tag, nose, eyebrows, and tongue all have separate color layers to make coloring them easier
+shading is under dodge/multiply layers, so it won't come out as grey when you add color to the piece
+everything is already under lock-alpha so you should be all ready to go
