They do not follow natural eye colors. Any eye color is permitted as long as the temperament/gem matches what you put c:

Yes, just follow the same as for a general artist. Guest Artists will make adopt and can also breed Imperial Chargers as long as they understand the rules for breeding them. Their term will last about a month.
