Actually I count it based on who filled out the form first. It says on the event page you must fill out the form, and Lost, you only posted the image...Tindra filled out the whole form first and linked the post correctly. For all I know, you could have found J_Q's site he uploads the image from, and gotten it from there.

For the semi-custom you may pick one of the tails from the Event Pax, along with a few colors or designs you want on it. You could also chose a new tail, as long as it corresponds with the theme, and you would be okay if a few other event Pax were designed off that base.
