It is normally both of those things.
Some artists like to keep the background on when the tolter is up for adoption. But you can always tell if a tolter is up for adoption when it has no halter on. If it has a halter on, it is adopted! ♥

it would be the ones with no halter that are up for adoption but I look through all posts on those anyway just to be sure it is actually up for adopt and the artist isn't just late on making one.

The other two covered it pretty well, I just wanted to add that those with Bows around the neck are gifts and aren't up for adoption usually ^.^ but yes, the other two were correct about the backgrounds and halters

Hey guys! It's Christa. I'm sorry for the really long hiatus; mom changed the password to my other account. AND FORGOT IT.
So, I'm going to have all the art and pets and such transferred to this one. I'll try to be as active as I can if possible. Jacen, if you could add me back to the Bear Run coloring list, I promise I'll get back to horses soon. I miss you all so much!

People get customs sometimes in streams or for winning competitions. There's no set way of getting one, you just get lucky.
So yeah, you can't ask for them, you have to wait until an artist offers a custom.
