I suppose it starts like any other group of cats: they bind together for strength, so it could be that a few lawful loners started the tribe. Also, I love your suggestions, Canada.

Throughtout history, tribes have been hidden away in mountains,caves, or underground. The tribe of ________ has been hidden away for many seasons. Now, this tribe has made themselves known after they helped the clans from being _______ from _______. Their history is hard to understand, but is very understandable at the same time. The tribe of _________ was started when a kittypet, ______, was sent a dream from the Ever long place of Stars. "The forest is in danger, and without you, there will be no happiness in the air when you go out to catch mice." He voice said to him as he slept, curled up, in his bed. He awakened and quickly slipped out of the doggie door. As he gather other kittypets from the other Housefolk nests, he lead them into the forest. They hid their scent in mud and their appearance was covered by the dried mud. The kittypet changed their name to, _________. And the tribe was named after nature and such. Many seasons later, the tribe was driven to hid away from packs, and clans. They noticed there are a new generation of clan cats and decides to come out from hiding. Though the tribe leader is dead, she still whispers in the tribe cat's dreams, and walks in Infinite Star Cave.

Sorry to pop in, but I think the Tribe of Endless Whispers sounds cool. ^^ It seems to go with the history the best, too, if what IDLY wrote is what we're going with :3
