Are we talking about Frisians not being able to be 17.5Hh? or that horses can't get to that height?

Clydesdales or any big draft can reach a height of 18.0Hh.

17.5hh is not possible. Height goes like 14.1, 14.2, 14.3, 15, 15.1, 15.2, 15.3, 16 etc. So .5 is not possible for any horse. :3

I'm sorry but, this breeding farm says that their drafts get to 18.2Hh tall Clicky

they aren't talking about exact heights, they're talking about the number of hands. hands equal four inches, so it just wouldn't be correct to say a horse is 17.5hh(: of course drafts can be like 18.3hh or 18hh, it's just the leftover inches can't be more than .3
i can't explain in detail because i'm tired and groggy, but i'll try to have something up tomorrow :>
