There used to be =~= But some of my older artists weren't using the downfeather layer, so I removed it. It was supposed to be the way you could tell them apart, but now it's pretty much chance-ish? If it isn't stated they are midget though, they are most likely to grow. If they are intended to be midget but the artist doesn't say it, they will have to ask the person who owns the parra which they would prefer, otherwise it will grow if neither are the case. In nursery, two parents have a 25% chance to have a baby that does not grow. You can tell if a parra is a midget by how quickly it would develop realistically speaking. When two midgets breed, they have 50% chance to have a full sized baby or a midget. Midgets tend to be the runts of the litter though.
