How long are you online? Normally all day (though not on much till Sunday because I'm on vacation )
Past experience: I've worked at a few other adoptables as a moderator though they didn't really last long
What would you do if someone commited art theft? I would PM them and ask them to please remove them from wherever they are using it if they do not and keep it up I will inform you about it.
What would you do if someone spammed the forum? I'd politely ask them to please stop spamming.

I would first contact the owner then contact the person and tell them what they have done

What would you do if someone committed art theft? I would give them a warning and tell the creator of the art. if the person continues to steal i would tell a mod.

I know why Rairty isent working! I have this problem all the time... If the person who made that litter used lunapic to resize their picture and just copied it while they were editing it thats why. They need to finish it then get the URL instead of just copying it.
