PaintToolSAI, ArtRage and Photoshop are pay-fors, but they're pretty good, too.
You can also use the Oekaki, a lot of people have found some level of success there~

Well, your computer might have MS Paint on it already, but CS itself has the Oekaki- great for making adoptables as the adoptable Oekaki board is a very popular part of the site.
Other than that, most art programs require downloading or buying the physical disc and installing it.

I wish I had MS paint I own a Mac, and my parents don't want me to download stuff on here

I have used Paint Tool SAI without paying.
Is it if you want more good features or something?
And FireAlpaca is awesome, I know cause I use it and GIMP is quite popular in my knowledge.
