The first charm has the mockingjay and arrow ; luck and defense
The second charm has treble cleff, two quarter notes, and one eighth note ; silence and keen senses
The second charm has the sword, bow, and arrow ; strength and wisdom

Combined, the mockingjay, treble cleff, and weapons build her personality ; mocking, sarcastic, quiet, silent, strong, likes music, wise to the ways of the forest, hardened veteran, survivor, seemingly cold, pretending, hiding something, defensive, protective, bold and sudden, swift, patient.

Leading you to assume ; something terrible happened in her past, and she earned the rank of queen, possibly after defeating some unknown evil, and proving herself deserving of the title and power it brought.

I didn't look that closely to have seen the charms so I thought the same thing as fluffybubble1 to be honest
