Fringes/tufts like this, and other small allowed edits, can usually be add without needing an artist permission. Any hair longer than that cannot be add at all unless you won hair allowance fom raffles.
If you're unsure, you can PM any active staffs really.

Looking at the rules, I was under the impression that you didn't need to win the ability to put hair on your bean. In the rules it makes it look that all you need is permission from the staff to add hair. Is this not the case? Did I miss an announcement or something? c:

As we're along the subject, I was wondering if this fringe was okay. I gave my bean a small fringe as a baby (but it looked horrific) and Blizzard just kept it on. Is it okay?

personally, i think reserve posts should always be allowed. if an adopt has a page limit and i really want the bean, but didn't have the time to fill the form out, i would reserve it so i get a chance at winning... but most adopts don't allow reserves...
