Even though I was ninja'd by Dharsii, yes, the technical definition is "it is." It's a general ending to a Japanese sentence to indicate state of being.
It's used in a joking manner when making fun of weeaboos (non-japanese who wish they were Japanese to the point of ruining the culture)
Ah...xD That's where I've heard weeaboos from. Somebody called me a wolfaboo once (for saying I think wolves are pretty o-o I'm not a wolfaboo, trust me) and I had to look up what it meant.
