I hate to ask again, but if a form says WIP, could it still be accepted if the judges feel the person has formed the character well? Or will it need to wait until next code drop? Sorry if this is a dumb question xD

Species: Wolf.
Preferences: I will be very, very strict with him. His gender and species must remain; he can have an anthro or human form, but he must have a quad form too. He has to live up to his name; I expect his name to be changed, but his attitude must have some sad quality about it. You can get as creative as you want; he doesn't have to be emo, persay, but he must have some sort of undying sadness. x3 Nothing can be changed about his design; please note the following things. His tail is longer the most and that tiny swirl at the end must be kept, same with the swirl in his ear. He wears earrings and they must be present. All paw pads at the same blue as the back two. I would really love to see some outstanding forms for this little guy~ good luck to all who apply. <3
