Gimp, i need some sort of Photoshop according to another artists.

No you don't, as long as the program can support transparency it's totally fine~
So GIMP will work fine ( it supports .psd files too! )

actually, you need Microsoft paint <3 (I'm a mod, so i awnser questions to stop spam.)and, maybe, something else, but most people i know use MP.

Most MS paint programs do not support transparent backgrounds. Making it a bother it edit it out.
Please do not answer if you do not know the exact answer. This is more of a question to be replied by artist since you might not have first hand experience.
