Yerp.
Basically, you just color them in, post them, and make a form for people to post. You may either take whoever posts first, or have an end date; you may do either, it doesn't really make much difference.
Forms usually look like this:

Username:
STP Name:
STP Gender(Optional if you have a set gender, just take off the signs if you want the adopter to pick) :
STP Personality(Also optional, but I just like to do this one. :3) :
Favorite food(If you want them to guess what it is. You may leave this out if you tell them, though.) :

And... yeah. You should also put this quote at the top of your post,explaining what STPs are:
