Are you banned anywhere?--> Not that I know of o.o
Have you worked at any other agencies? No I've ran my own CS adoption centers a few times.
If so, where?--> All the centers I've ran are currently closed and I'm not a mod on any others.
Someone has been caught stealing our designs
and selling them offsite, what do you do?--> This counts as a serious offense in my opinion and I would band the person for a month, at the end of the month they could use my designs again but if they were caught again it'd be a permanent ban.
A new adopter is frequently spamming and
asking questions that can be answered on the front page,
what do you do?--> I'd warn them the first time and tell then to make sure and read the first page carefully in the future. If they continued I'd give them a strike, and would continue until they stopped.
Can you keep up with the thread without having
to ask what's going on?--> Yes.
Other--> I'm on CS almost continuously. Unless something comes up (in which case I would notify you) I'll be on at least 8 hours everyday.

So I've never actually done any pixel art before
but think that I may enjoy designing in the style
and would like to try my hand at it ... could I
still enter for an artist position, even if it was only
on a temporary basis to see how I do? c:

Well, I would like to get forms for artists who wish to be on the staff for a long time-period. You may want to practice more before you decide that you would like to be a pixel artist? I'm not really sure of what you're asking, but I hope that answers your question.
