i am so sorry if i am not meant to answer but here goes:

there was a small halloween event on the jbd fanclub and the winners picked from two prizes; choosing the gender of their next nursery bean or adding hair and the majority chose hair but some wanted to wait until their beans aged to to add hair therefore people have been getting custom hair from koiley ^u^

This is not essentially all the information.

People were being added to JBD refs and adding crazy amounts of hair to their adoptable, now its not supposed to be done without a mod/artists/admin(preferably so)'s express permission. Feel free to pm me further queries regarding the hair rule, or regarding adding hair, as I would love to help you out.

Nope. All contests are judged fairly regardless of whether or not someone already owns a JBD. (:
