^.^; This question has been answered numerous times on this thread. Please use the search function next time.
To answer your question, though, the answer depends on the age of the PPS. Baby/pup PPS cannot have any romantic relationships, but teen PPS can. Those romances cannot be anything too serious, however, as the mentality of teen PPS kias stays that of a teenager (and thus isn't likely to reach a level that is comparable to a more serious adult relationship).
