Okay, here's a question!

What is the level of intelligence in an average Tyvetyal? Are they cultured creatures that may have their own religious beliefs and thoughts other than what is next on the menu (so to speak), such as taking time to ponder why certain things happen the way they do? I am trying to compare them to birds in this aspect, but birds vary so widely based on species and nature (domesticated vs wild), and I've not much experience with puffins.

As real study shows (^^ 100% legit hypothesis, but not 100% factual as it is with a lot of animals ), puffins are quite intellectual birds c:
In this case Tyvets are even considered even slightly more intelligent - they have their own way of communication (!!). It isn't very well known exactly how they communicate, but it's estimated to be as complex as human language. So in a sense, all that might be possible! Each Tvet is unique, and has different levels of 'intelligence' as humans do as well. Age also comes into play - obviously an older Tvet would know more about its habitat and other Tvets than a new born baby. Studying their habit of bevies, it is also possible that they have complex relationships with each individuals, like a human society!

Tvets might be very similar to humans more than we think, while still keeping that animalistic priorities :]
Even as a domestic, a lot of Tvets keep close to their "Wild" instincts since researchers at the conservation try to keep them in the most natural environment for them as possible ^__^
Only difference might be that the domestic Tvets has learned how to establish relationships with humans!

Also to clarify, they are intelligent in the sense that they have a sense of hierarchy, rule, order, etc. but not necessarily what you could call a "culture", religion, or having importance to material objects, etc. As you might have seen in some of the fake temperament tests, they can be possessive, so likely Wild Tvets might have their own "toys" (nothing they created, but found like large feathers, shiny rocks, things they found in the ocean, etc.), but overall they still are animals after all. c: Winter wanted their behavior to be very similar to puffins, but the way I think of it is they're like dogs/horses. They're very smart and able to understand words/phrases of human language, but they have their own language, etc.
