Wellll....it depends. Remember that a PPS kia never grows out of that childish mentality. So if they're stuck at like...age five I would say no. But if they're stuck at say....12? Well, lots of kids "Get married" or "have crushes" at those ages, so I don't see why not. It simply can't become serious if they're a child PPS. Teen PPS are fine for sending love letters and dating, they just can't become mates or anything like that.

Technically, no, since banned kias aren't supposed to interact at all with other kias.

They were mates before the member(s) got banned.
Not necessarily. Banned members get to keep their kia(s), depending on what they were banned for.

If they are mates, you can't really pretend the mating never happened. The kia(s) will have to assume the mate vanished or left them.
