So, the most reasonable explanation is that other people are gathering art that they like, from various artists, and uploading them on their own photobucket/tinypic/whatever website account. Even though the most part doesn't claim that the art is theirs, it's still not right to take art that is not yours and uploading it on your personal account, and it's considered art theft, intencional or not.
But that's not the worst part. The worst is that when people search images on google, they do so by writting some keywords. "black winged wolf" for example. So, any pictures tagged with "black", "winged" and "wolf" will appear. Most of the pics are up on different servers, websites and the like. And eventually, you'll come across a pic you like, that other person liked, and take it. That's as bad as the what the person that you're getting the file from has done. Because most of the time you'll choose an image from one of those servers, from the people who stole it in the first place.
So, my point is, that is stealing anyway, since you didn't draw it.

No one said it wasn't possible. It certainly is possible to talk to a person who stole your art and ask him/her to remove it from their website. The problem is, most of them will use it anyway. Why? Because they just don't care. That's the truth.
It happened to me so I can tell you that.
