Alright, so what you should first do is color the base color of the tail. Don't add highlights or any shading. Just the color. Give it the shape you want, etc. Make a few dots in it scattered around or howver you want i.

To get the highlights and shading effect : Switch the layers from Normal to Overlay ---> And use white for highlights, black for low lights.

Thats how I get the effect anyways. Others might do it different;y
