Hands high is a measurement, to measure horses with. 16 hands high is rather large, but not huge.
A hand is about 10 inches (or centimetres) in 'human' ideas

A hand equals 4 inches. (The approximate width of a human hand.) 16 hands is a large horse, but it's alright for a Saddlebred.
