you dont need ''permission'' to adopt one. If you see one with the ''Adopt Me'' sign on it and the thread says its open, you are free to try and adopt it following the rules written in the description.

Yes, if you want to breed a foal out of someone else's nukkita, the foal will be yours, as long as you have permission from the owners.

No they will get one Nuglet per breeding, and they have a total of 4 breeding slots.^^
