I think you could have only breeding artists, but also some who are regular at the same time :3

You mean having the same artist for both? I think yes. If you have a certain artist you like or have just observed that you like a certain artists creativity/designs you may want them for your breeding. I feel breeding requires more creativity than the adults just because you tell what you want for adults but with breeding you take two designs and create something new. That requires a lot of creativity.
